July 26 (UPI) — Iran has accused Ukraine of striking one of its commercial vessels in the Caspian Sea over the weekend, an attack Tehran says killed one crew member and wounded another.

Allegations and Immediate Accounts

Iran's Ministry of Foreign Affairs said in a statement that an explosion hit the vessel early Saturday. Russian Foreign Minister Sergey Lavrov identified the ship as the Ana, an Iran-owned dry cargo vessel that departed from the Russian port city of Astrakhan carrying what officials described as "civilian cargo."

Iranian Foreign Minister Seyed Abbas Araghchi published an online statement saying he had told Russian and European counterparts that "what the freeloader in Kyiv did CANNOT GO UNANSWERED." Tehran called the incident a violation of the United Nations Charter and warned the attack risked widening regional instability.

What Ukraine Said

Ukrainian President Volodymyr Zelensky said Saturday that Ukrainian forces had carried out long-range strikes across Russia overnight, listing targets including an oil plant in Kirov, a refinery in Tyumen and a fuel-and-lubricants depot in Rostov-on-Don. "We also achieved very strong results with long-range strikes in the Caspian Sea — including vessels used in military cargo shipments involving Iran, as well as a warship," he wrote online. Tehran characterized that comment as an admission that Ukraine struck the Iranian vessel.

Context And Wider Implications

Western officials and Kyiv contend that Ukraine has been striking oil-industry infrastructure inside Russia, which they say helps finance Moscow's war effort. Tehran has been widely accused by U.S. and European officials of supplying drones and other military assistance to Russia; Iran acknowledges transfers but says some deliveries occurred before the February 2022 invasion.

Russia's foreign ministry said Lavrov called Araghchi to express condolences and asked that his sympathies be passed to the sailor's family. According to Iran's foreign ministry, Araghchi also spoke with European officials, including Estonian Prime Minister Kaja Kallas, warning of "the unpredictable consequences such adventurism could have for regional and international peace and security." Iran asked the U.N. Security Council and other member states to take note of the incident.
