US DOT Launches $24M Public-Private Push To Reimagine Washington Union Station

The U.S. Department of Transportation has allocated $24 million to form a public-private partnership to produce a new redevelopment plan for Washington Union Station. This comes after an earlier $465.8 million commitment for immediate structural and concourse upgrades funded via the Northeast Corridor Partnership Program under the IIJA. The DOT has abandoned a 2024 plan and its final environmental report; it did not disclose a timeline or the source of the new $24 million. The planning work will include a service optimization study to limit operational disruption during construction.

WASHINGTON — The U.S. Department of Transportation announced July 24 that it will provide $24 million to develop a public-private partnership to plan a major renovation of Washington Union Station. The funding is intended to produce a new, privately partnered vision and a clear, fundable path for the station's long-term redevelopment.

Background and Scope

Earlier this year the DOT committed $465.8 million for immediate repairs and improvements at Union Station, including structural work and upgrades to the passenger concourse and the Amtrak lounge (Trains.com, May 28, 2026). That money came from the Northeast Corridor Partnership Program and was funded under the Infrastructure Investment and Jobs Act of 2021.

In announcing the new $24 million planning investment, the department said it has abandoned a previously announced 2024 plan — including a final environmental report — and is beginning a fresh, competitive process to develop a replacement strategy. The announcement did not provide a project timeline or identify the funding source for this specific $24 million allocation.

Officials' Remarks

Doug Carr, CEO of Union Station Redevelopment Corp., said in a press release: “This funding allows us to partner with the private sector to engage the industry's best ideas for the station's future expansion through a vision that is both ambitious and achievable. It's a critical opportunity to reimagine the project and develop a clear, fundable path forward for the future of Union Station.”

Transportation Secretary Sean Duffy added: “We're thinking strategically and creating a public-private partnership to deliver meaningful upgrades to Union Station, ensure long-term viability for this historic transportation monument, and better serve the millions of travelers who rely on this critical transit hub.”

Planning Approach

Like the current renovation program for New York's Penn Station, the Washington initiative will include a service optimization study aimed at minimizing operating disruptions during construction. The first section of the two-part Penn Station study was released July 17, 2026 (Trains.com, July 17, 2026), and the DOT said it will draw on similar analyses to balance construction sequencing and daily operations at Union Station.

The department and its private partners will now solicit design concepts, cost estimates and delivery strategies that can support both short-term repairs and longer-term expansion. Details on the solicitation timeline, selection criteria and the ultimate funding plan for construction will be announced as the planning process advances.
