North Korea Withdraws UK Ambassador After Sanctions Target Songdowon Children’s Camp

North Korea has recalled its UK ambassador after Britain sanctioned Songdowon International Children’s Camp, accusing it of involvement in the deportation and re-education of Ukrainian children. Kyiv and independent researchers have alleged that thousands of children were taken or displaced after Russia’s 2022 invasion and identified sites where they may have been indoctrinated. Pyongyang denies the claims, calling the sanctions politically motivated, and the dispute has further strained limited UK–DPRK diplomatic relations.

North Korea has recalled its United Kingdom ambassador after the UK imposed sanctions on Songdowon International Children’s Camp, a seaside youth centre the British government says is linked to the alleged deportation and re-education of Ukrainian children.

Diplomatic Move and Sanctions

Mun Myong Sin, who had served as ambassador for about a month, was withdrawn following what Pyongyang described as an 'extremely provocative act.' The North Korean embassy in London told NK News the recall was in response to the UK adding the camp to its sanctions list in May for allegedly 'engaging in and providing support' for forced deportation and political re-education of Ukrainian children, according to the Foreign Office.

What Is Songdowon Camp?

Songdowon, founded in 1960 in Wonsan, Kangwon province, promotes itself as an international children's camp offering recreation and cultural exchange. The facility is promoted as a 'children’s palace' and includes amenities such as a water park, arcade and aquarium; reported fees are around $350 (about £260) per week. Historically it has hosted children from several Asian and African countries.

Allegations and Responses

Since late 2023, multiple reports from Ukrainian authorities and independent researchers have alleged the camp has been used to house and indoctrinate Ukrainian children transferred from occupied areas. Kyiv says more than 2,300 children are missing and that over 20,500 children have been deported or displaced since Russia’s 2022 invasion.

Ukrainian President Volodymyr Zelensky has accused Russia of abducting children and preparing some to fight, and research groups — including a Yale humanitarian lab — have reported cases alleging forced labour and involvement in military-related production. Ukraine’s Regional Centre for Human Rights said it had identified individual children sent to Songdowon who were exposed to anti-Western propaganda and military-style indoctrination.

'We strongly denounce and reject the malicious act of the British government which targets even the camp, a sacred base for education and growth of children, for achieving its purpose of political machination,' the North Korean embassy said in a statement reported to NK News.

North Korean state media rejected the allegations and condemned the UK sanctions as 'a heinous unethical politically-motivated provocation.'

Wider Context

The UK said the sanction was part of measures targeting facilities and actors linked to Russia’s campaign in Ukraine. Relations between London and Pyongyang have long been limited: the UK established formal diplomatic relations with the DPRK only in the 2000s and closed its embassy in Pyongyang and withdrew staff in May 2020 during the early Covid‑19 pandemic. Talks about reopening the embassy have been raised but no firm progress has been announced.

The recall marks a clear deterioration in already sparse UK–North Korea ties and underscores the international scrutiny surrounding allegations that children from Ukraine are being moved, re-educated or otherwise mistreated in locations beyond Russia’s borders.
