Romanian Shelter Battles Dog Culls With Mass Sterilisation Campaign

At dawn each morning, a convoy of eight veterinary vans leaves Smeura, a sprawling animal shelter set in a forest in central Romania, and fans out across nearby villages to provide free sterilisation for dogs.

The pilot programme, run by German animal-welfare group Tierhilfe Hoffnung, aims to demonstrate a humane, scalable alternative to Romania's long-standing practice of capturing and euthanising stray animals.

Romania authorised the capture and euthanasia of roaming dogs in 2013 after a child was killed in an attack. Thirteen years on, animal-welfare organisations estimate the country still has one of Europe’s largest populations of stray dogs — around 500,000.

Smeura both cares for strays and facilitates adoptions: last year the shelter placed more than 2,200 dogs in new homes. Yet as each animal is rehomed, many more arrive.

"The dogs keep coming," said Matthias Schmidt, manager at Tierhilfe Hoffnung. "If we want to solve the problem, we have to sterilise intensively and en masse to reduce reproduction."

Calls to end euthanasia intensified after an investigation by the international welfare organisation Four Paws earlier this year documented systemic neglect, overcrowding and abuse in some publicly funded shelters.

Five-Year Strategy

Schmidt outlined a coordinated five-year plan to tackle the issue: identify dogs, vaccinate against rabies, register animals in a national database and carry out mass sterilisation campaigns. So far this year, Smeura’s mobile units and its largely self-funded shelter have performed nearly 40,000 sterilisation procedures on both strays and pets.

The facility — one of the world’s largest animal shelters — occupies the grounds of a former fox farm and operates largely without state subsidies.

In the village of Cateasca this week, a steady flow of owners brought pets to be treated. "I think it's better not to over-populate the streets with abandoned puppies," said local resident Iulian Stoica, who arrived with three dogs. Supporters say mass sterilisation benefits animals and public safety alike.

Tierhilfe Hoffnung and local partners hope the programme can be scaled and inform national policy, offering a long-term, humane alternative to culling while improving animal welfare standards across Romania.
