The Department of Homeland Security confirmed that Wisteguens Jean Quely Charles, an alleged member of the Back Block Money Gang, was deported to Haiti after roughly 19 months in federal custody.
Charles was taken into ICE custody in Massachusetts on Jan. 22, 2025, in an arrest that was recorded on camera and widely circulated. During the arrest he was heard saying, "I'm not going back to Haiti" and shouting remarks that included "Biden forever" and an insult directed at then-President Trump.
Criminal Record and Immigration Case
DHS says Charles accrued 17 criminal convictions, including assault and battery on a public employee, resisting arrest, assault and battery with a dangerous weapon, possession with intent to distribute a Class D controlled substance, possession of controlled substances, carrying a dangerous weapon, carrying ammunition without a firearm identification card, and trespassing. After his arrest, Charles remained in federal custody as his immigration proceedings moved forward.
A Department of Justice immigration judge issued a final order of removal on Nov. 7, 2025. DHS reported that Charles was removed from the United States on an ICE flight that originated in Louisiana. Sources told reporters that Charles was combative on the aircraft and made profane and threatening comments while in transit.

Background And Official Statements
DHS notes that Charles initially received Temporary Protected Status (TPS) in February 2013 and was admitted to the United States in July 2013. U.S. Citizenship and Immigration Services terminated his TPS in July 2022, according to DHS.
DHS Secretary Markwayne Mullin: "This illegal alien gang member from Haiti had quite the rap sheet... Once again: if you're here illegally, we will find you, arrest you, and remove you from the United States of America."
The White House also issued a statement to reporters, calling Charles a "gang member and criminal illegal alien" and credited the administration with carrying out the removal. DHS released official remarks and an image showing Charles aboard an ICE deportation flight; an additional photo was provided exclusively to media by an ICE source.
