Eight Arab and Muslim States Say Israel Has Undermined Trump-Backed Gaza Roadmap

Eight Arab and predominantly Muslim states — the UAE, Qatar, Jordan, Indonesia, Pakistan, Turkey, Saudi Arabia and Egypt — issued a joint statement accusing Israel of blocking a 15-point Gaza roadmap linked to President Trump’s peace initiative. They say Israel’s rejection risks derailing efforts to end the war with Hamas and urged the US to ensure Israel complies with the Comprehensive Plan. The ministers warned Israel would bear responsibility for any worsening on the ground and called for the immediate implementation of the roadmap to protect civilians in Gaza.

Eight Arab and predominantly Muslim governments issued a joint condemnation on Sunday, accusing Israel of obstructing efforts to end the war in Gaza and of derailing a 15-point roadmap tied to US President Donald Trump’s initiative for a lasting settlement.

The foreign ministries of the United Arab Emirates, Qatar, Jordan, Indonesia, Pakistan, Turkey, Saudi Arabia and Egypt released the statement criticising Israel’s rejection of the Gaza Board of Peace (BoP) roadmap. The ministers said Israel’s stance threatened attempts to secure a full end to hostilities with Hamas and undermined measures they described as essential to establishing durable peace.

Israel’s Response. Prime Minister Benjamin Netanyahu formally rejected the proposed roadmap during a cabinet meeting on August 9, saying, “the IDF will not carry out any withdrawal until Hamas is genuinely disarmed.”

What the BoP Plan Proposed. The BoP blueprint, outlined by BoP head Nickolay Mladenov in May, proposed that Hamas disarmament and phased Israeli Defence Forces (IDF) withdrawals be conducted in stages, with each step tied to verifiable progress on the ground.

Positions in the Joint Statement. The joint communique emphasised that the BoP’s roadmap and related measures represent a critical pathway toward disarmament and stabilization, and described any movement by Hamas to engage with aspects of the plan as a “vital milestone.” The ministers urged the United States to press for Israel’s full compliance with the commitments envisaged under the so-called Comprehensive Plan.

The statement warns that Israel “bears direct and full responsibility for any consequences resulting from its continued rejection, obstruction, delay or non-compliance,” including any deterioration of the security situation and disruption of efforts to end the war in Gaza. The ministers concluded that full and immediate implementation of the roadmap is urgent and necessary to protect civilians and restore safety and stability in Gaza.

Context: The BoP roadmap seeks to sequence disarmament and troop withdrawals so that progress is verified at each stage; proponents say this reduces the risk of renewed violence, while critics argue verification and disarmament are difficult to guarantee in practice.
