What Happened

Metro Transit Police say officers detained Givens after responding to a BOLO — a "be on the lookout" alert — issued by another law enforcement agency in connection with a matter originating in Prince George's County. According to Givens and his attorneys, the underlying case had been dropped the week before; they say he had already been questioned and released, but the BOLO remained active in the system.

Human Impact

Givens told WUSA9 he did not know what a BOLO was until officers explained it to him during the stop. He described the experience as humiliating, particularly because his young son witnessed the detention. Supporters say the encounter appears to be the result of a communication or paperwork lag between agencies rather than any new offense by Givens.

Lil Bob And The Community Work

Lil Bob, born about a year and a half ago in Southeast D.C., accompanies Givens on outings intended to introduce neighborhood children to farming and animals. Givens — who says he holds a degree in urban sustainability — uses these appearances as informal community outreach to bring positive experiences to local kids.

Transit Rule: Metro permits pets on buses and trains only if they are secured inside carriers. As a full-grown goat, Lil Bob does not meet that requirement and therefore technically violated Metro policy by being aboard unsecured.

The mix of a police stop and an unusually calm goat made the clip irresistible online. Many viewers initially assumed the goat was the reason for the arrest; news reports and statements from Metro clarified that officers were acting on another agency's BOLO and not arresting Givens for carrying an animal. Still, the goat's presence did breach transit pet rules and amplified public attention.

Reactions ranged from amusement to sympathy. Some commenters praised the clarification and Givens's effort to bring joy to his neighborhood. Metro confirmed the pet-carrier rule but emphasized that, in this case, officers were responding to an active interagency alert.
