Minogue says the commonwealth’s high health-care prices coexist with world-class hospitals and that this apparent contradiction stems from centralized, high-cost delivery and heavy regulation. Drawing on his experience as Abiomed’s CEO, he emphasized a culture in which every decision is measured against whether it improves patient outcomes and reduces system costs.

"Every decision that we took really was focused on, 'Does this improve the patient outcome? Does this help the physicians and the nurses make it easier to use? Does it help us save money for the system?'"

Closing Gaps In Access: A Hub-and-Spoke Model

Minogue highlighted stark disparities between the Boston metro area and the rest of the state. He pointed to communities, including Norwood after a hospital closure, where residents may face 50–60 minute drives for urgent cardiac or maternity care. To address this, he proposes a governor-led "hub-and-spoke" approach that supports local outpatient centers and surgery centers so more procedures can be performed in lower-cost settings closer to patients.

Lowering Costs And Increasing Choice

Using his private-sector background, Minogue described persistent double-digit insurance cost growth during his time as an employer. He proposes several cost-control measures:

He also emphasized targeted supports for groups at particularly high risk, including correctional officers and veterans with PTSD.

Rooting Out Waste, Inefficiency And Fraud

Minogue pledged to find and eliminate waste, inefficiency and fraud in state health spending, estimating recoveries in the hundreds of millions of dollars. He suggested a portion of those savings could be used as outcome-based incentives so physicians and nurses share in the benefits of higher-quality, lower-cost care.

Campaign Context

Minogue won the Massachusetts GOP endorsement at the party’s state convention in Worcester and is widely expected to secure the Republican primary nomination on Sept. 1. If nominated, he would challenge Gov. Maura Healey in the general election, making health-care reform a central plank of his bid to flip the state.
