Israel Issues Tender For 627 Housing Units In Kochav Yaakov Settlement Near Ramallah

Israeli authorities have issued a tender for 627 housing units in the Kochav Yaakov settlement in the occupied West Bank, covering 253.7 dunams and approved on April 27, 2025. Bids are due by November 30 as the project moves from planning to the construction-tender stage. CRRC says the expansion will deepen separation around Jerusalem and reflects growing settlement investment, amid broader reports of increased tenders and violence in early 2026. Israeli authorities have published a tender for 627 new housing units in the Kochav Yaakov settlement in the occupied West Bank, the Palestinian Colonization and Wall Resistance Commission (CRRC) said.

Project Details

The Israel Land Authority released the tender on Thursday for construction on land located within the Ramallah and al-Bireh governorate. According to CRRC, the project covers 253.7 dunams (25.37 hectares, roughly 63 acres) and was approved by Israeli authorities on April 27, 2025.

Israel set November 30 as the deadline for construction companies to submit bids, moving the plan from the planning phase into bidding and construction just 15 months after initial approval, CRRC said.

CRRC Assessment

CRRC condemned the expansion, saying the tender is meant to "deepen the separation between Jerusalem and its Palestinian surroundings" and to strengthen the settlement’s links to nearby communities and access roads. The commission also noted that the move signals growing investment in settlement-related economic infrastructure, not only in housing.

Context And Wider Trends

CRRC reported that Israeli authorities issued 12 settlement tenders in the first half of 2026, totaling approximately 1,138 housing units concentrated in five main settlements, alongside tenders for industrial zones, office space, nursing homes and tourism facilities.

Palestinian monitoring groups and officials say illegal settlement expansion and settler violence have surged in the occupied West Bank this year; some monitors recorded more than 11,000 incidents involving Israeli forces and settlers since January 2026.

International Response: United Nations Secretary-General Antonio Guterres has repeatedly stated that Israeli settlements have "no legal validity" and represent a "flagrant violation" of international law. A 2024 International Court of Justice advisory opinion concluded that Israel's continued occupation of Palestinian territory is unlawful.
