People-smuggling networks are exploiting weaker UK exit checks to move migrants across the Channel into France and onward to Spain, where a recent amnesty has issued hundreds of thousands of temporary work permits. Migrants reportedly pay up to £1,500 for combined services, and smugglers promote routes on social media targeting visa overstayers. The flow intensified after a mass crossing at Ceuta highlighted risks and prompted calls for tighter controls; UK and French agencies say they are investigating and disrupting criminal gangs.
Smugglers Exploit Weaker UK Exit Controls To Funnel Migrants Into Spain's Amnesty

Illegal people-smuggling networks are moving migrants out of the UK across the English Channel into France and onward to Spain to take advantage of Spain's recent asylum amnesty, a Telegraph investigation has found. Smugglers conceal travellers in lorry trailers and advertise routes on social media, offering a low-profile alternative to formal immigration channels.
How The Route Works
Payment and routes: Migrants reportedly pay up to £1,000 for the Channel crossing and can add a "taxi" service — typically about £500 — to be driven through France and across the Spanish border. The route gives migrants potential access to the Schengen zone, which allows free movement across much of Europe.
Social Media Promotion
Smuggling services are openly promoted on platforms such as TikTok and other social media, with videos purporting to show migrants packed into lorry trailers or stepping off vehicles in the French countryside. Some adverts are styled like vacation promotions and even target specific groups, including student visa overstayers from the Indian subcontinent.
Context And Recent Events
The flow coincides with a major migration shock at Spain's Ceuta enclave, where roughly 60,000 people crossed the border from Morocco in a single incident; at least 57 people died, and some 48,000 had returned to Morocco within days, apparently after being misled. The incident intensified European concern about Schengen security.
Spain's regularisation drive has so far issued temporary work permits to more than 600,000 of about 1.2 million applicants, offering one-year renewable residence permits to undocumented migrants who meet residence and background criteria. That policy change appears to have increased demand for routes into Spain.
Law Enforcement And Risks
UK and French authorities, and the National Crime Agency (NCA), say they are targeting gangs operating in both directions across the Channel. One smuggling network led by Jaskirat Singh was exposed when 11 Indian nationals were discovered in a lorry trailer stopped at Dover in December 2024; Singh was jailed in June for five years and three months. The NCA warns the same criminal groups frequently facilitate both inbound and outbound smuggling, posing serious risks to border security and migrants' lives.
“The same gangs involved in smuggling people out of the UK illegally are often involved in bringing people in too,” an NCA source said, noting the danger to both migrants and national borders.
Official response: A Home Office spokesman said the UK is working closely with France to prevent illegal migration and reported a near 50% rise in disruptions to criminal smuggling activity, including arrests, convictions and seizures, in the year ending March 2026.
Human Cost and Public Policy
Beyond enforcement, experts warn that migrants may perceive moving into the Schengen area as a way to escape the UK's tougher immigration measures and to seek better survival prospects in continental Europe. Nonetheless, attempts to travel clandestinely are dangerous and can result in injury, death, arrest or detention.
Bottom line: A growing, visible trade in moving migrants from the UK to mainland Europe has emerged, driven by social-media advertising, changing European immigration policies and the activities of transnational criminal networks. Authorities in the UK, France and Spain face the dual challenge of disrupting criminal gangs and protecting vulnerable people exploited by them.
