Humanitarian Context

The Gaza Strip has been subject to an Israeli naval blockade since 2007. Since the outbreak of large-scale hostilities in October 2023, reports cited in this article say more than 72,000 Palestinians have been killed and roughly 1.5 million people displaced amid severe shortages of fuel, medicine and basic services. 2008 — Free Gaza Movement

Two boats from the Free Gaza Movement reached Gaza in 2008, marking the first successful breach of the blockade. Between 2008 and 2016 the movement launched 31 boats; five ultimately reached Gaza despite heavy restrictions.

2010 — Mavi Marmara

In May 2010 Israeli commandos boarded the aid ship Mavi Marmara in international waters. Ten activists were killed and dozens were wounded; the incident provoked global outrage, strained relations between Israel and Turkey, and prompted accusations of violations of international law. In 2013 Israel apologised for "operational mistakes"; a compensation agreement was reported to be under negotiation and legal proceedings related to the incident continued in Turkey.

2011 — Freedom Flotilla II

Freedom Flotilla II gathered more than 300 activists and planned around 10 vessels, but diplomatic pressure, reported sabotage and host-country restrictions prevented most departures. The French vessel Dignite-Al Karama was intercepted by Israeli forces and towed to Ashdod; those on board were detained and later deported.

2015 — Freedom Flotilla III

Organised by the Freedom Flotilla Coalition (FFC), the 2015 campaign was led by the Swedish-flagged Marianne of Gothenburg. Israeli forces intercepted the ship about 100 nautical miles off Gaza; activists were detained and deported, with some crew released after several days.

2018 — Just Future for Palestine (Gaza Freedom Flotilla)

In 2018 the FFC again sought to challenge the blockade with principal vessels Al Awda and Freedom. Both ships were intercepted in international waters, and participants were detained and later deported amid reports of confrontations.

2025 — Recent Incidents

On May 2, 2025, the Turkish-flagged vessel Conscience was struck twice by armed drones about 14 nautical miles off Malta, causing a hull breach and a fire; four activists suffered minor injuries. Separately, an earlier Global Resilience flotilla that left Barcelona in September 2025 — comprising 42 boats and 462 activists — was intercepted in early October 2025; hundreds were arrested and later deported.

Legal And Security Risks

Past operations have frequently resulted in interceptions, detentions and diplomatic disputes. Activists and support groups warn of the risks to participants and vessels; states and international agencies face legal and humanitarian questions about enforcement of blockade policies, maritime safety and the protection of civilians.
