Kamala Harris used a headline speech in New Orleans to sharply criticize what she called President Joe Biden’s earlier faith that Republicans would moderate after Donald Trump, and to press Democrats to adopt a far more aggressive political posture.
Delivering the keynote at the Louisiana Democratic Party’s annual gala — where she also accepted a legacy award — Harris warned that while Donald Trump may be limited by term rules, the party he remade is not. “There is no term limit on this new Republican Party built in his image,” she said, characterizing it as morally corrupt and intent on “sowing chaos, grabbing wealth and abusing power.”
“We cannot sit around hoping Republicans will have an 'epiphany' and do the right thing, because the American people can’t afford to wait,” Harris said, invoking President Biden’s 2019 prediction that many Republicans would experience an 'epiphany' after Trump’s defeat.
Harris has publicly distanced herself from Biden since taking the Democratic nomination in 2024 and has criticized his post-election choices in her memoir. As she weighs a possible 2028 presidential bid, she framed her remarks as a call for Democrats to prepare for a tougher, more organized fight — not simply a return to the status quo.
Policy Priorities and Tone
Harris outlined broad priorities rather than detailed policy proposals: using government revenue to lower housing and health-care costs, correcting inequities in the tax code, expanding access to workforce and skills training, and establishing guardrails for artificial intelligence. She also emphasized accountability in government, urging faster, more transparent responses to people’s needs.
“This fight requires that we start to get comfortable with some things — including having a certain kind of ruthlessness,” Harris said. “Not the cruelty they show, but the kind that is uncompromising in its impatience with injustice, that shows no mercy for corruption, that fights back hard when they threaten the power of the people.”
The timing and location of the speech were deliberate: it was Harris’s first major address since the Supreme Court’s spring decision in Louisiana v. Callais, which limited aspects of the Voting Rights Act by rejecting mandated Black-majority districts. Harris plans to deliver additional speeches on the ruling as she continues to shape her political agenda and consider her future plans.
She did not announce whether she will run for president in 2028 and is not expected to make that decision at the gala. Instead, the speech emphasized strategic tone and direction: a Democratic Party prepared to defend voting rights, counter corruption, and use government tools to reduce costs for ordinary Americans.
