Zelenskyy Ready To Present Refined Peace Proposals To U.S. After European Talks — Rules Out Ceding Territory

Ukrainian President Volodymyr Zelenskyy said Kyiv is ready to present refined peace proposals to the United States after stronger coordination with European negotiators. He reaffirmed that Ukraine will not cede territory and stressed that progress depends on Russia taking concrete steps to stop the fighting. The announcement follows a lengthy meeting between Russian President Vladimir Putin and U.S. intermediaries, after which Putin reiterated maximalist demands regarding Donbas.

Ukrainian President Volodymyr Zelenskyy announced on social media that Kyiv is prepared to submit detailed, refined peace proposals to U.S. officials after further aligning the plan with European negotiators.

Zelenskyy said the Ukrainian and European components of a potential settlement are now more developed and ready to be shared with Washington. He reiterated that Ukraine has already ruled out any deal that would involve ceding territory to Russia.

"We are working very actively on all components of potential steps toward ending the war. The Ukrainian and European components are now more developed, and we are ready to present them to our partners in the U.S. Together with the American side, we expect to swiftly make the potential steps as doable as possible," Zelenskyy wrote.

"We are committed to a real peace and remain in constant contact with the United States. And, as our partners in the negotiating teams rightly note, everything depends on whether Russia is ready to take effective steps to stop the bloodshed and prevent the war from reigniting. In the near future, we will be ready to send the refined documents to the United States. Glory to Ukraine," he added.

The announcement follows media reports that U.S. intermediaries have been engaged in parallel discussions. President Donald Trump was reported to have expressed frustration earlier in the week about the pace of Kyiv's response to a separate proposal from the Russian side.

Last week, Russian President Vladimir Putin met for about five hours with U.S. intermediaries, including a reported meeting with U.S. special envoy Steve Witkoff and Jared Kushner, before traveling to India. In an interview in India, Putin described the talks as long but productive and reiterated maximalist conditions, saying he considered the conflict unresolved until Russia secured control over Ukraine’s eastern Donbas or Ukrainian forces withdrew.

Kyiv’s next step, according to Zelenskyy, will be to send the refined documents to U.S. partners. Any progress toward a negotiated end to the fighting will depend on Russia’s willingness to take concrete, verifiable steps to halt the violence.
