Final 2026 NDAA Released — Johnson Says Bill Advances 'Peace Through Strength' Agenda, Raises DoD Topline

Congressional leaders released the final text of the 2026 National Defense Authorization Act on Sunday. The bill sets a Department of Defense topline about $8 billion above the $892.6 billion request (roughly $900.6 billion) and establishes policy priorities for the year ahead — it does not itself appropriate funding. House Speaker Mike Johnson said the NDAA codifies 15 Trump executive orders and advances measures to remove what he calls "woke" programs from the Pentagon while boosting border security and the defense industrial base. Lawmakers could vote on the bill as soon as this week.

Congressional leaders released the final text of the 2026 National Defense Authorization Act (NDAA) on Sunday as lawmakers push to complete the annual defense policy bill.

The measure authorizes a Department of Defense topline roughly $8 billion above the $892.6 billion included in former President Trump's budget request — about $900.6 billion — and lays out policy priorities for the coming year. The NDAA itself does not appropriate funds; separate appropriations measures are required to provide actual spending.

House Republican Priorities

House Speaker Mike Johnson (R-La.) said the bill "helps advance President Trump and Republicans' Peace Through Strength Agenda" by codifying 15 executive orders from the Trump administration, removing what he described as "woke ideology" at the Pentagon, strengthening border security, revitalizing the defense industrial base, and restoring a warrior ethos in the armed forces.

"This legislation includes important House-passed provisions to ensure our military forces remain the most lethal in the world and can deter any adversary," Johnson said. "It roots out Biden-era wokeism, restores merit-based promotions and admissions to service academies, prohibits contracts with partisan firms, counters antisemitism, and halts harmful, unnecessary programs like CRT, DEI, and certain climate initiatives."

The NDAA could face a floor vote as early as this week as leaders seek final congressional approval. If passed, the policy changes would guide Pentagon priorities, but implementation and funding would depend on subsequent appropriations and Pentagon execution.
